According to the China Discipline Inspection and Supervision News, femaleaccountants on a street in Qiaoxi District, Xingtai City, Hebei Province, havefalsely reported total wages and embezzled nearly 1.6 million yuan of publicfunds within 7 years. To her surprise, what made her think of public fundswas that after her son was born, family expenses increased and personalconsumption needs could not be met. When she first committed the crime,she raised her salary by 10 yuan. It was later discovered that no one hadfound that the guts were getting bigger and bigger.

On March 18, 2019, the Discipline Inspection and Supervision Committee ofQiaoxi District, Xingtai City, Hebei Province announced the detention of JiangQin (a pseudonym). The results of the inspection were unexpected byinvestigators. For more than seven years, Jiang Qin embezzled nearly 1.6million yuan of public funds through false reports of wages and other means.

In the eyes of colleagues, the petite and exquisite Jiang Qin is enthusiasticand cheerful, has a good relationship with everyone, and has a strong businessability. Since March 2010, Jiang Qin has held accountingpositions. In the second year, the birth of his son quickly increasedfamily expenses, and Jiang Qin's personal consumption needs began to be unmet.

An audit before the leader's departure reminded her of public funds. InJuly 2011, the Qiaoxi District Audit Bureau conducted an audit of streetaccounts. Jiang Qin found that the auditors mainly verified the payment ofreimbursement bills and personal salaries, but glanced at the totalsalary. Jiang Qin believes that auditors should automatically add andgenerate default totals through Excel. If everyone's wages are guaranteedto be accurate and the totals are artificially exaggerated, others may have ahard time finding them. "The cashier who works with Jiang Qin is tooold to operate online banking, and most of the watchmaking and distributionwork is done by Jiang Qin, which promotes her corruption." Unsurprisingly, Jiang Qin did not find any abnormalities and successfullysigned. Jiang Qin was overjoyed, but he still left 10 yuan in his unitaccount, which was useless. Two months later, nobody paid attention to the10 yuan, and Jiang Qin decided to take the public money. This month, shedefrauded 6,500 yuan by falsely reporting wages and heating bills.

The money was three times higher than his monthly salary. Jiang Qin was lucky.No one found it and was worried it would be revealed. The next day, whenshe saw her leader and colleagues at work, she felt nervous, pretending to becalm, and finished the day's work.

For the first time, Jiang Qin could no longer control the public funds in hishands. "Greed made her bolder and diversified her methods,"investigators said. At first, Jiang Qin's monthly "extra income"ranged from 2,000 yuan to 4,000 yuan, but in 2015 it rose to 25,000yuan. When she desperately needed money, she also forged payrolls fortemporary workers or gave herself more by using the names of transferees.
